I could not find a parking permit on the cart but it was parked as if it had one.

My kind of photo Monte, a bit of grunge mixed with a bit of humour. Nice. I once saw a photo exhibit that was made up entirely of photos of abandoned shopping carts. It was excellent. There’s something very forlorn about them which makes them perfect photographic subjects.

Yes, an image you would like. I think that would be an interesting exhibit. And, forlorn is a fitting word for this and a few others I’ve seen. There is a marshy area near my condo where abandoned and forlorn carts can be found.
